It is an anti-First Amendment Fund.
During the time of Hitler it was advantageous for citizens of Germany to be loyal to the Third Reich. Citizens were rewarded in one way or another for their loyalty in ratting on Jews and the an people that protected them.
So, how does Trump go about ending Freedom of Speech without an amendment to the USA Constitution which he would never get anyway?
Rewards. First a person would have to buy into Trump's lies and hatred which drives the lies, and want to make them the truth. Hence, the changes in historical sites and renaming monuments to serve his purpose like the John F. Kennedy Center for the Arts. Eventually, Trump would build enough momentum to remove the Late President's name and leave only his own.
$1.776 billion US is a lot of reward.
So, if there were reasons to turn someone into ICE (instead of the Jews or maybe someday even the Jews) there would be a reward not only for the number of immigrants reported but the people protecting them or housing them or employing them.
That is what that money was for, but, why anti-weaponization? Because the MAGAs talked about that. The weaponization of this and the weaponization of that so the money was to be a way to anti-weaponize all those terrible, terrible things and people causing the MAGAs social distress.
Trump is currently bringing racism to USA policy. He is removing protected status from every group of people currently protected by USA immigration law. Why racism? Because it is one group after another group after another group without any real reason to carry out such mass deportations. He is pretending it is about protecting the vote, but, it is about hatred and racism. Sorry, I just don't buy it that all those people break the law and vote without the proper credentials. Remember, Trump is deporting even those immigrants with Green Cards, so this is another way of attempting to put his thumb on the scale of the elections, too.
