From the beginning the USA decentralized its authority out of need for a strategy at all. Trump had no clue regarding the closing of borders to stop SARS-CoV-2 from reaching the USA and closed the eastern border with Europe and southern Florida with Brazil far too late.
Today, Spain is an exacting lesson proving that decentralized authority in response to SARS-CoV-2 only increases human tragedy. It also proves opening borders is hazardous to containment.
