It is time to take charge and organize.

Forget Washington, DC is the place that will resolve this national emergency. They have been doing an abysmal job.

I often think of the USA in regions. Cultural regions primarily. We are not all the same in our beliefs and practices of life.

But, while cultural regions relate more or less to speaking and learning; in this instance; I think the regions of FEDERAL JUDICIAL DISTRICTS are prudent.

The reason I think federal judicial districts are a reasonable division to moving the country forward is that states may have to tap the courts in order to achieve the end of this virus.

I know this is a reasonable way to organize because I heard Governor Whitmer stating she is in touch with the governors in surrounding states. That is why this organization may not be the ONLY way to organize. In other words, governors of nearby states will have to talk, but, also states within judicial districts to bring about the best outcomes.

Now, this is not unusual to ask states to have relationships with each other. I am familiar with the Clean Air Act and it has a precedent whereby states receiving another state's air pollution can seek resolution through the courts. That is an adversarial relationship, but, this is probably not going to be adversarial so much as cooperative.

There are two extreme resolves, one extreme is that some states simply don't care and decide the virus will simply run it's course and be over. The other extreme is that everyone in the USA will wait for the last case to be found and then wait at least three days and then declare the country free of virus and head back to work. The reality may or may not fall between those two extremes.

At any rate, there needs to be a UNIFORM resolved to end the threat of the virus and seek a more normal life for every American.

Peoria -At least one individual (click here) at Peoria’s air traffic control tower, operated by the Federal Aviation Administration, has tested positive for COVID-19.

A map posted by the FAA provides little information, other than noting that “personnel” there tested positive on Saturday. It’s not clear whether that’s one person or more.

Peoria County public health officials have been announcing daily updates on weekdays, and have thus far indicated during weekends any additional cases. No announcement has so far been made on Sunday. Outside of those weekday news conferences, they have declined to answer other questions about new cases.

State health officials have been announcing new cases on a daily basis by mid-afternoon....

Local authorities are engaged and speaking to the public.

Kansas City - Kansas City, Missouri Mayor Quinton Lucas, (click here) along with officials in Jackson County, Johnson County, Kansas and Wyandotte County are holding a news conference Sunday afternoon to discuss the latest on the coronavirus outbreak in the metro.

The conference is expected to begin at 1 p.m.

On Saturday, officials with Jackson County, Johnson County, Kansas, Wyandotte County and the City of Kansas City have announced a “stay-at-home” order on March 21....

The so-called war rooms belong to the states' governors.

I am sure the 50 governors of the USA have already engaged with each other if not a conference call with all fifty. It is up to them. They are going to have to monitor the success and failures of their towns and cities and then communicate with each other to be sure this is coming to a highly reasonable end.

It is anyone's guess at this time if COVID-19 will be with us forever in some degree, but, China is the one that has that information today. SARS disappeared 20 years ago.

The governors are going to have to prioritize their needs to carry out health directives, but, they also need to understand what is happening on the street with people that live in their state. The health issue is highly important, but, the ability of people and families to sustain themselves at home is also important.

How long did it take China to begin reporting no additional cases? AFTER they finally recognized the existence of the virus?

"The Hill" (click here) is reporting that China is stating no new cases for yesterday and today. HOWEVER, there is still a great deal of control being exerted in China regarding this virus. This is from Reuters.

Beijing - China on Sunday (March 22) (click here) reported 46 new cases of the coronavirus, the fourth straight day with an increase, with all but one of those imported from overseas, and further stepped up measures to intercept cases from abroad as the outbreak worsens globally.

While China has drastically reduced the number of reported domestically transmitted cases – the one reported on Sunday was the first in four days – it is seeing a steady rise in imported cases, mostly from Chinese people returning from abroad. 

In a sign of how seriously China is taking the threat of imported cases, all international flights due to arrive in Beijing starting Monday will first land at another airport, where passengers will undergo virus screening, government agencies said on Sunday, in an expansion of existing measures....

The international organizational level has to fall to the UN Security Council and the WHO. The WHO monitors the virus and the UN Security Council has it's hand on the pulse of the world. It is also easier to convene the Security Council than the General Assembly which would be a ridiculous teleconference event.

This is unconstitutional and holds the American people hostage to fear. ALL elements of government has oversight, the Treasury is no different.

The White House on Sunday (click here) reportedly refused to back down from its demand that a coronavirus relief package include $500 billion, which would be provided to corporations at the discretion of Treasury Secretary Steve Mnuchin.

PBS News Hour correspondent Meredith Lee reported on Sunday that the White House was standing firm on the proposal after some Democrats called it a “slush fund.”..

TARP was a LEGISLATED FUND directed to the major banks. The people knew where the money was going. TARP was initially rejected by the US House. Trump's tantrums over this stuff only inhibit the ability of the country to resolve it's problems with COVID-19 quickly.

So to get back to China. The first COVID-19 case was in November 2019. (click here) Louisiana just announced a stay at home order beginning tomorrow, Monday at 5PM.

November, December, January, February and March. In about four to five months China was able to organize against an established population of virus victims and bring to conclude it's effect on the country. There is no reason the USA cannot do that and better. That is also not a reason for a recession. Americans are still consumers through this disaster. They are home and many have internet access and there is a day to day routine of one kind or another.

Angela Merkel has been placed in quarantine because the doctor that gave her a vaccine (Germany is where the vaccine has been in research.) has tested positive. No doubt.

I really believe the economic impact is mostly of small businesses that have shut their doors, except, for delivery or pick-up. As soon as the virus is under control those doors can open again and the states will be sensitive to that "beginning." If the financial markets can't continue their HABIT of high profits, it's their own fault. I don't see that as an issue for a glut of USA money to be sent to donors. The FED is handling all that mess.

I really think the enormous contraction of the financial markets needs to be investigated.

I HAVE HEARD NOTHING ABOUT THE FITNESS TESTS OF BANKS SINCE TRUMP TOOK OFFICE.

Gov. J.B. Pritzker (click here) sparked a Twitter spat with President Donald Trump Sunday morning after the governor claimed that the lack of federal action has made it harder and costlier for Illinois to fight the coronavirus outbreak.

The flare-up began after Pritzker told CNN’s State of the Union with Jake Tapper that the White House should issue a nationwide shelter-in-place order as the number of cases soar, and complained that the lack of federal initiative has forced Illinois to pay more for crucial supplies as they compete with other states.

FEMA is completely unprepared and as the federal government tries to get on it's feet IT IS COMPETING FOR SUPPLIES ALONG WITH THE STATE. ANY increase in costs to the states should be considered PRICE GOUGING. It is highly unethical for businesses to play one state against the other for supplies. THAT IS PRICE GOUGING.

“These orders that the governors have led on, you know, I led with canceling gatherings of a certain size in our state and then we closed schools,” Pritzker said. “We moved on now to a stay-at-home order. These should’ve been done nationally, they haven’t been. But I’ve got to protect the 12.7 million people that live in my state and I’m dedicated to that. It’s their health and safety that matters most to me. It will work, it will work.”

Pritzer also said the White House has not done enough to protect first responders and health care workers.

Illinois has hit 1000 confirmed cases.

I think New York State has an incredible model for the other states. "On Air" Governor Cuomo stated if there are businesses IN THE STATE that could assist in making much needed supplies, the state would help provide the material to make it successful. I think that works, in production, containment is faster because delivery is faster to areas in need. The state controls it's own population of effected people as it rolls out its own supplies. Everything is close and quick.

Cuomo's method cuts transportation costs immensely.
