Drought.  That is what it is.  There is absolutely no rain in the lower, western part of the North American continent.  

There is a heat transfer system from Australia to Antarctica in the Southern Hemisphere.

No water vapor.  The sun is below the Equator.  At least not enough for significant rain.  Hawaii has been in drought conditions for a while now.  Areas of California, too.
