Maintaining peace and conserving biodiversity (click here) hinge on an international system of cooperation codified in institutions, but Russia’s invasion of Ukraine brings recent progress to a crossroads. Against this backdrop, we address some implications of Russia’s invasion of Ukraine for the governance of biodiversity conservation both within and beyond Russia. The Russian invasion of Ukraine threatens the governance system for biodiversity conservation, as it pertains to Russia and beyond, due to three interacting factors: (i) isolation of Russia from the international system, (ii) halt and delay of international cooperation, and (iii) changes in international and domestic policy priorities. We recommend making the existing international system of governance for conserving biodiversity more resilient and adaptable, while aligning security agendas with biodiversity conservation goals....

Russia was the final signator to the Kyoto Protocols in 2004. It did so because of huge forests. Putin was the endangered tiger's best friend. All through the concern for the climate and endangered species Russia has conducted nuclear experiments that have cost Russian scientists their lives.

This is just one instance. To know the degree Russia plays with and practices with radiation just ask the Scandinavian countries how often their radiation monitors go off when Russia's accidents emissions in the air reach their sovereign borders. ...Nearly 56,000 more people died (click here) nationwide this summer than in the same period last year, said a monthly Economic Development Ministry report on Russia’s economy.

“In connection with the unusual heat, forest fires and smoke, in July of this year 14,500 and in August 41,300 more people died than during the same period last year,” a section of the report on demographics said....


Russia has never been concerned with climate, except, where it was easy and convenient. So if conservationists are worried about that region of the world facing war and expansionism, there will be no mercy or concern for the climate crisis from Russia or China.

Berlin - The head of the United Nations (click here) called Monday for scientists to serve up “cold, hard facts” to push governments into making policies that curb climate change before a key global warming threshold is passed.

His comments came as experts and officials from around the world gathered for a week-long meeting in the Swiss Alpine town of Interlaken to finalize the last of seven reports issued by the global body’s panel of top scientists since the Paris climate accord was forged in 2015.

In a video address to delegates, U.N. Secretary-General Antonio Guterres said that the latest report by the Intergovernmental Panel on Climate Change “could not come at a more pivotal time.”

“Our world is at a crossroads — and our planet is in the crosshairs,” he said. “We are nearing the point of no return; of overshooting the internationally agreed limit of 1.5 degrees Celsius (2.7 Fahrenheit) of global warming.”...

What about this doesn't the Biden White House understand? Voters, as well as the media, need to understand this is not a bargaining issue. There is NO LEEWAY OR WIGGLE ROOM, for anything except eliminating carbon based energy from the world order!

The petroleum industry has received record profits because the average American was exploited as Congress sees no need for regulation at all. The people of the USA are paying the price for petroleum profits with their Greenbacks, their property and their lives and this is the answer from the White House? "But, it was a really good deal."

There is no DEAL that is a good deal unless it eliminates carbon from any form of energy source.

With the profits petroleum has made on the backs of Americans, there is no need for any type of rescue plan as they are no longer needed. The American people already paid them their future earnings!

Houston - ConocoPhillips (NYSE: COP) today reported fourth-quarter 2022 earnings of $3.2 billion, (click here) or $2.61 per share, compared with fourth-quarter 2021 earnings of $2.6 billion, or $1.98 per share. Excluding special items, fourth-quarter 2022 adjusted earnings were $3.4 billion, or $2.71 per share, compared with fourth-quarter 2021 adjusted earnings of $3.0 billion, or $2.27 per share. Special items for the current quarter were primarily driven by impairment of certain aged, suspended wells and corporate expenses.

Full-year 2022 earnings were $18.7 billion, or $14.57 per share, compared with full-year 2021 earnings of $8.1 billion, or $6.07 per share. Excluding special items, full-year 2022 adjusted earnings were $17.3 billion, or $13.52 per share, compared with full-year 2021 earnings of $8.0 billion, or $6.01 per share....

I am extremely skeptical about the detente between Saudi Arabia and Iran.

Wouldn't it be wonderful for China to be nominated for a Nobel Peace Prize while attempting to support Putin's genocide?

Hezbollah and the Houthis have become powerful and quite frankly they and Israel are on a path of conflict. Iran supports both the Houthis and Hezbollah and it's drug cartel with Venezuela. But, China also has investments in Africa and the Middle East. Beijing is more than scared about the tensions in this region of the world and what a war might do to it's wealth.

Oh, by the way, I hope Treasury is looking into the level of investment by China, any Chinese oligarchs, Russia and Russian oligarchs and Silicon Valley Bank. It would be more than amusing if the FDIC on Monday is sending checks to Russia while it is on sanctions to end the war with Ukraine.

But, as the Iran and Saudi Arabia, the tensions started when Saudi Arabia assassinated a Shi'ite Imam, Sheikh Nimr al-Nimr (click here). No surprise here, the Imam was a critic of Saudi Arabia. The Saudis are Sunni Muslims. Iran is Shi'ite Muslims.

For over two-and-a-half years, (click here) the United States has supported Saudi Arabia in a war against the Houthi movement in Yemen. The war has created the worst humanitarian catastrophe in the world and threatens to turn into the largest famine in decades.

Yet very few Americans know who the Houthis are, what they stand for, and why they are our de facto enemies. Two administrations have backed the war against the Houthis without a serious campaign to explain why Americans should see them as our enemies.

Yemeni politics are incredibly complex and volatile—rather than get drawn into a quagmire against an enemy they hardly know, the United States and its partners should get serious about finding a political solution....

...The American invasion of Iraq in 2003 deeply radicalized the Houthi movement, like it did many other Arabs. It was a pivotal moment. The Houthis adopted the slogan: “God is great, death to the U.S., death to Israel, curse the Jews, and victory for Islam,” in the wake of the U.S.-led invasion of Iraq. The group also officially called itself Ansar Allah, or supporters of God. It was a turning point largely unrecognized outside Yemen, another unanticipated consequence of George Bush’s Iraq adventures.

Hezbollah, the Shiite movement in Lebanon which successfully expelled the Israeli army from the country, became a role model and mentor for the Houthis. Although different kinds of Shiites, the two groups have a natural attraction. Hezbollah provided inspiration and expertise for the Houthis. Iran was a secondary source of support, especially since the Houthis and Iranians share a common enemy in Saudi Arabia....

Saudi Arabia has the greatest incentive to negotiate a peace with Iran. I just don't see Iran laying down arms shipments to the Houthis. The USA has been successful in confiscating the missile shipments. The meetings haven't really begun. I guess it is a wait and see sort of thing.

It is the Savings and Loan mess all over again.

I am quite sure an investigation has already begun and people will be held accountable.

Federal regulators (click here) announced on Sunday that they would ensure that all depositors of Silicon Valley Bank — which failed Friday — were paid back in full as they rushed to contain fallout from the collapse of the large institution.

The Federal Reserve, Treasury and Federal Deposit Insurance Corporation announced in a joint statement that “depositors will have access to all of their money starting Monday, March 13. No losses associated with the resolution of Silicon Valley Bank will be borne by the taxpayer.”...

...The move to cover deposits came after the F.D.I.C. on Friday took over Silicon Valley Bank on Friday, putting nearly $175 billion in customer deposits under the regulator’s control. The bank’s failure, the largest since the depths of the financial crisis in 2008, has raised concerns that other financial firms could suffer similar fates as rising interest rates put pressure on the banking sector and as nervous depositors consider pulling out their money....

...That kind of broader panic is what regulators were trying to avert with the freshly announced package, which took advantage of an exception that allows the F.D.I.C. — which is usually supposed to clean up a failed bank in the cheapest way possible — to risk incurring additional costs if there is a risk to the financial system involved.

The agencies said that “any losses to the Deposit Insurance Fund to support uninsured depositors will be recovered by a special assessment on banks, as required by law.”...

Former Vice President Mike Pence, (click here) delivering his strongest public rebuke yet to the president who made him his running mate, said on Saturday night “that history will hold Donald Trump accountable” for the Jan. 6, 2021, attack on the Capitol, which he called “a disgrace.”

The annual Gridiron Club Dinner in Washington is usually a venue for lighthearted ribbing between political figures, government officials and the district’s media veterans, but Mr. Pence used the occasion on Saturday to dig into Mr. Trump at a moment when conservative media commentators and some Republicans in Congress have again tried to dismiss the seriousness of the Capitol riot.

“Tourists don’t injure 140 police officers by sightseeing,” Mr. Pence said, according to media reports from the event, an implicit rebuke of the Fox News host Tucker Carlson and other conservatives who have used selective security camera footage to reframe the riot as a largely peaceful demonstration. Thousands of hours of that footage was released to Mr. Carlson by the House speaker, Kevin McCarthy of California. “Tourists don’t break down doors to get to the speaker of the House or voice threats against public officials.”

And Mr. Pence made his reprimand of Mr. Trump personal when he said, “President Trump was wrong; I had no right to overturn the election. And his reckless words endangered my family and everyone at the Capitol that day. And I know that history will hold Donald Trump accountable.”...

The insurrection of January 6, 2021 and the timeline leading up to it will be studied forever as part of the history of the United States of America.

Former Vice President Pence stood in the breach and never wavered or surrendered to fear or threat. He had an amazing role in protecting the country and the USA Constitution. No one will forget the bravery he exhibited that day and his dedication to our great country.

History is important. The January 6th Committee made sure that history received all the facts and passed on to the Justice Department the necessary focus to hold the former president accountable for his actions and his plans.

January 6th was not a happenstance. The insurrection was planned and orchestrated. It failed, but, it was not for the trying.

The National Guard finally made it to the USA Capital and ended the siege. Someone needs to do the story about the National Guard. They arrived to an incredible scene and never wavered in their resolve. People's lives were at stake and they were not about to fail. Their training allowed them to move into position to end the siege and return order to one of the most iconic buildings of our country. Hopefully, they are all okay. We have lost police officers to their despair over the events of that day. They and the National Guard were heroes. They will always be a vital part of the country's history as well.

There are three systems converging on the West Coast. Every system has different temperatures.

There is an Arctic System in the north and it looks like a circle. There is an air mass off the Equator which is the lower edge. The air mass in the center is coming straight off a warm Pacific Ocean. Any one of these air masses are enough to cause significant rain, however, the three coming together with varying temperatures and water vapor content equates to nothing but disastrous.

Californians need to pay attention to their weather stations. It would be helpful if they had NOAA radios to keep on top of developing conditions. These are dangerous circumstances and the people must pay attention to their weather forecasts.

These are not fun times for families, so keep everyone close until this resolves. In my opinion all beach access is off limits and no one should be trying to catch the perfect wave. There are no perfect waves with these systems, they are turbulent and produce rough and rouge waves.

The east coast has its fair share of cold and snow. The northeast are veterans at cold and snow, but, every day there are biting temperatures and bitter cold snow accumulations is another day of managing heat in the house and elsewhere.

Billionaire investor (click here) and founder Mobius Capital Partners Mark Mobius told FOX Business he cannot take his money out of China due to the country's capital controls, cautioning investors to be "very, very careful" about investing in an economy under a tight government grip.

"I'm personally affected because I have an account with HSBC in Shanghai. I can't get my money out. The government is restricting the flow of money out of the country," Mobius told FOX Business host Maria Bartiromo. "So I would be very, very careful investing in China."

"I can't get an explanation of why they're doing this ... They're putting all kinds of barriers. They don't say: No, you can't get your money out. But they say: give us all the records from 20 years of how you made this money ... This is crazy." he added....

China doesn't want it anymore. Wall Street made lots of money while they had their investments in China, but, the party is over.

I have a hard time thinking Mark Mobius doesn't understand why he can't get his money back. This is an easy one, Mark. 

China is a communist country. Everything in China and the stuff it can steal belongs to China. American investors will lose everything they left in China. No. The American government doesn't have to apologize and make Wall Street whole. That is called calculated risk and if Wall Street CHOSE to ignore the deaths in Hong Kong and the fly overs of Taiwan, then they warn't good at what they do.

Communist countries are defined by a collective interest by the government. I think Xi recently was quoted as saying the private interest in China will serve the purpose of the government. No clue. This is not an alarming reality. 

The most dramatic reality of the control communists have over private citizens is Huawei chief financial officer Meng Wanzhou.

General Assembly earlier this week that he had no intention of starting a “new Cold War,” while Xi told world leaders that disputes among countries “need to be handled through dialogue and cooperation.”

As part of the deal, disclosed in federal court in Brooklyn, the Justice Department agreed to dismiss the fraud charges against Meng in December 2022 — exactly four years after her arrest — provided that she complies with certain conditions, including not contesting any of the government’s factual allegations. The Justice Department also agreed to drop its request that Meng be extradited to the U.S., which she had vigorously challenged, ending a process that prosecutors said could have persisted for months.

Meng’s attorneys said they fully expect the charges to be dismissed in 14 months. “We’re very pleased that in the meantime she can go home to her family,” said defense lawyer Michelle Levin....

So for Mark and people like Mark, some of us can empathize with your pain at the loss of your money, but, there is little sympathy for such decisions. Mark and his friends should channeling President Kennedy, "Ask not what your country can do for you, but, what you can do for your country."

When billionaires wake up to news of citizens standing up for their civil rights in China are murdered, their financial interests in such governmental overreach should be very telling as to where their money belongs other than China.

China's embassy in Germany (click here) said it is "puzzled and strongly dissatisfied" after a report suggested Berlin is planning to ban some equipment from Chinese firms Huawei and ZTE in its 5G telecommunications networks on national security grounds.

On Tuesday, Reuters reported, citing a government source, that Germany is considering banning certain components from Chinese firms in its mobile networks.

A paper by the German interior ministry which was obtained by Reuters said a specific supplier could be banned from providing critical components if it were deemed to be directly or indirectly controlled by the government of another state.

If the rules came into effect, it could mean ripping out equipment that is already installed in networks and replacing it with other suppliers, an interior ministry spokesperson told Reuters....

The only place where gender equality is recognized within communism on an international level is the sister of North Korea's Un.

Both women and men (click here) are likely to live longer when a country makes strides towards gender equality, according to a new global study that authors believe to be the first of its kind.

The study was published in the journal PLOS Global Public Health this week, just ahead of International Women's Day. It adds to a growing body of research showing that advances in women's rights benefit everyone.

"This International Women's Day, let's not forget that the evidence demonstrates that enhancing women's representation across multiple sectors contributes to wealthier and, hence, healthier societies for all," lead author Cat Pinho-Gomes, a research fellow at The George Institute for Global Health and Imperial College London, said in a release....

Last month, (click here) the Chinese Foreign Ministry published a 4,000-word tract titled “U.S. Hegemony and Its Perils.” The document, which was sent out by the Chinese Embassy to journalists in Washington, including Today’s WorldView, purported to present the “relevant facts” of a near-century of American interference and meddling on the world stage. It’s a catalogue of grievances that casts the United States as a hypocritical superpower, advancing its own self-interests on the pretext of high-minded values, while leaving a trail of abuse and harm in its wake.

Whatever the validity of these historical claims, the real Chinese animus is about the present. “Clinging to the Cold War mentality, the United States has ramped up bloc politics and stoked conflict and confrontation,” the document warned, echoing the near-constant refrain from Chinese officials about current U.S. policy....

Washington - Russian President Vladimir Putin (click here) is likely to further upgrade the Kremlin's arsenal of long-range nuclear-capable missiles in order to deter Kyiv and its powerful Western allies, U.S. officials warned Wednesday.

The warning from the nation's top spymasters comes as Russia intensifies its now year-long fight in Ukraine and as Putin threatens to withdraw from a key nuclear arms treaty.

"Throughout its invasion of Ukraine, Moscow has continued to show that it views its nuclear capabilities as necessary for maintaining deterrence and achieving its goals in a potential conflict against the U.S. and NATO and it sees its nuclear weapons arsenal as the ultimate guarantor of the Russian Federation," the nation's top intelligence agency wrote in its annual threat report.

The unclassified 35-page intelligence assessment adds that Moscow will become more dependent on nuclear weapons following significant battlefield losses and punishing rounds of sanctions that have crippled the Kremlin's ability to finance its war machine....

It is time to treat Post-Soviet states as if they are just as important to Wall Street as China was treated. I realize there is a process to join the EU, but, that is a national dialogue, Wall Street is not a national dialogue. The Post-Soviet states have to be treated with the respect they deserve in taking on the world as autonomous entities and introduce a larger economy to them to nurture and bear fruit.

President Biden and other leaders of the Free World need to visit these countries as well as Ukraine. The Free World needs to talk to the people of these counties so they understand what a free and autonomous people can do both in prosperity, but, also in providing longevity which speaks to quality of life. The people need to hear it from the leaders that have their best interest in mind.

Protests have erupted in Georgia (click here) this week after the country’s parliament passed the first reading of a draft law that would require some organizations receiving foreign funding to register as “foreign agents.”

It has been compared to a draconian set of laws adopted in Russia and condemned by rights groups as a bid to curtail basic freedoms and crack down on dissent in the country.

The developments have sparked mass unrest, with thousands of demonstrators gathering outside Tbilisi’s parliament building on Tuesday night, waving not just the Georgian flag but also that of the European Union.

The country, which won its independence from the Soviet Union in 1991, has long been playing a balancing act between its citizens’ pro-European sentiment and the geopolitical aims of its powerful neighbor, Russia.

In March 2022, Georgia applied for EU membership – an ambition that may be jeopardized by the proposed legislation.

The Rule of Law

 The Republican Party is planning a populist project to visit January 6th inmate as if they are political prisoners. This is a willful act the trample the USA Constitution’s Rule of Law that separates autocratic rule of a dictator from that of a democracy.

There have been many travel advisories about Mexico. Since before El Chappo, Mexico has grown more dangerous. 

Americans need to take their government seriously. Medical insurance should not be out of reach for any American.

Norfolk Southern…

 …has to reduce its rail speed to 25 mph while we sort out the problem. They need to be required to take all the cars regardless of freight to a freight yard for inspection before they are even allowed to run at 25 mph.

There are systematic problems with this rail service and they cannot be allowed to practice unsafe standards. The issue in Ohio was NOT an isolated problem. They can sell the railway whenever they are ready, pending inspections and adequate and qualified staffing.

This railroad is unsafe. We don’t need a rail service that destroys our land and it’s people.

The Wealth Tax is long overdue.

 The USA must maintain it’s democracy in good and ready condition, as well as, maintain its support for allies. If there was ever a time in recent history to pass a Wealth Tax it is now. And, of course, Republicans oppose it, they oppose our democracy, so anything that makes it stronger is all wrong for them.

The DOJ needs to review every request made and those being made by Republicans of the FBI. The Republican Party is Trump and Trump is the Republican Party. Trump also has openly stated he favors Vladimir Putin. Trump is complicit in the genocide. 

Balsanaro should be up on charges at the World Court for assault against native tribes of the Amazon. Some have died and their homes destroyed. Every assault on a native Amazonian is a human rights abuse that destroys their way of life and their culture. These tribes have been protected for a century if not more and Balsonaro changed all that by allowing the destruction of trees and habitat.

The assault on the Amazon is also an assault on the climate. The USA Republican Party is complicit in all the crimes Balsonaro and Putin have committed. In that, the US House Republicans are again assaulting the US Constitution and National Security.

It is wildly popular with young people, but, it needs to be an arm of NASA. I think the research needs to be consistent across all space interests of the country. 

The US Space Force is a Public Relations creation and it duplicates the interests involved with space. There isn’t suppose to be a militarization of space. It would be best if we could get back to that.

QAnon

There must be a nexus between the hideous and outrageous lies of Q or QAnon and the tabloids, such as, the National Enquirer?

I think there are voters being drawn out of their own reality by QAnon and follow the outrageous and heinous lies of Q and Trump that are actually from the best selling tabloids.

The National Enquirer ran a series about JFK, Jr. and that is the basis of the QAnon latest rant about JFK, Jr. still being alive. 

Q and/or QAnon and/or Donald Trump Campaign use the topics in high subscriber tabloids as the basis of their campaign focus. It draws Americans with little interest in politics to vote for Trump, while actually lying, but to them he is the only one telling the truth.

The Former Secretary Clinton sort of plugged into it when she had an article about being pregnant with an alien or something like that. But, it was late in the campaign and it didn’t get much press.

I strongly believe the tabloids’ subscribers and those that buy the rags at the newsstand are being sought to vote for Trump. It is dishonest and dangerous because these folks participated in the insurrection. 

There is a book featured on Public Radio about the QAnon mystique and it’s relationship with the Trump campaign. The Shaman is in prison for the insurrection on January 6th so there is no denying the involvement.

The entire Trump campaign is based in populism and the tabloid fiction is getting him elected.
