Journalist Alan Johnston attributes his will to survive to his piers.


He stated among the journalist organizations providing hope was CNN and Al Jazeera. I congratulate them all.

According to his reporting about his hostage ordeal, it was Hamas that facilitated his release by handling an independant extremist group. Interesting.

MOSCOW, July 4 (RIA Novosti) - A BBC journalist kidnapped in March by a radical Islamic group in the Gaza Strip was released early Wednesday, the Al Arabiya television station reported.
Alan Johnston, 45, was handed over to Palestinian officials after what was reported to be a late-night deal with the al-Qaeda-inspired group holding him.
The release comes a day after the Islamist Hamas movement, which recently seized control of the Gaza Strip, drastically increased its pressure on the so-called Army of Islam group said to be holding Johnston, surrounding its presumed hideout and arresting its spokesman.
Johnston's release brings to an end a 16-week ordeal during which the journalist was repeatedly threatened with death, appearing at one point in a videotaped message wearing an explosive suicide belt which his captors said they would detonate should any attempt be made to free him.
The kidnapping played out against the backdrop of an ongoing power struggle in the Palestinian territories between the Hamas and Fatah movements, which has resulted in scores of deaths and retaliatory kidnappings.
Commenting on Johnston's release, the exiled Hamas leader Khaled Meschaal said it demonstrated that his movement, which orchestrated it, was now in complete control of events in Gaza.
Johnston, who was the last Western reporter still working in Gaza since the outbreak of fighting there, was held longer than any other hostage seized in the Palestinian territories.
He was greeted by BBC colleagues and well-wishers after arriving at the home of a local Hamas leader, who draped him in a Palestinian flag and welcomed him back.

I guess everyone but me wants to cut Putin to pieces. I think his offers of friendship is a heck of an opportunity.



In the link to this entry The Washington Post likes to impart the 'idea' that a change in Russian presidency will collapse the nation, it's sovereignty. I don't know where that comes from as Russia has become an indisputable member of the elite countries with gluts of gas and oil. That is wealth. The unique aspect of this is that Russia might be solely the wealthiest Communist country in natural resources. As a Russian President and what accounts for his popularity in Russia is his allegiance to Russian sovereignty and it's government where Communism is the rule of law.

The opportunity I refer to is very simple. Azerbaijani is the first post Soviet nation willing to accept a USA military presence with the approval by Russia. I see that as a huge step to bilateral influence in these nations. It's a significant gesture which can easily lead to a far more ranging opportunity if all goes well. I find the President of Azerbaijani a very smart man.
The Western Media recently visited the facility in question. They weren't impressed because the facility has it's problems.

...The radar station was built mainly to track possible missile launches from U.S. submarines in the Indian Ocean. This is the first time this base has been visited by western journalists since it was built in the early 1980s....
...Most Azeris are largely ambivalent about Putin's offer. But in the town of Gabala, locals say they want the radar base shut down.
Retired military officer Sakhim Jafarov served at the Gabala radar station and lives in the town.
"This radar emits huge radiation that affects four or five regions in the south," Jafarov says. "People complain of birth defects and other problems. The base is old. Why would the Americans want it?"

The reality that the USA could actually be inside a Russian radar facility is rather unique. I think it is. I also find a real opportunity to assist countries like Azerbaijan to establish radar facilities that are effective and safe. In order for people to accept the existance of any military facility it first has to be an asset to the 'locals' and cause no harm to them. That, evidently, is an issue for the residents of the area. That alone should be a compelling reality to Americans that want to develop peaceful relationships with former Soviet nations. The reality that President Putin has welcome the USA into such a nation is rather astounding. I find it to be a very real accomplishment and a step in the right direction.

The reality of MDS is that it is a dreamscape. It hasn't to date been proven to be worthy. The project could add to the economy of Azerbaijan. It would build good relations as at the same time better options could be explored regarding the radar facility, after all, Americans will be involved in such a project and the 'idea' we would tolerate any dangers to their health and well being is out of the question. One of the 'concessions' Russia would have to realize about the project is that the dangers of Gabala Radar Base would have to be addressed. It would seem as though Russia is ready and willing to address those issues.

President Putin has done more than offer a site for a USA radar system, he has opened a door. The question is does a Neocon Administration have the guts to go through it without first declaring war?

Why is the current weather pattern taking the definition of persistant and 'climatic?' Otherwise called 'fixed.' I'll try to illustrate. Okay?

Think water vapor. Think where it comes from when the troposphere is primarily dry. Note the density of water vapor over the Gulf of Mexico. Note the movement in the satellite link at the title above to move heat from the equator to the Arctic Circle. The 'water vapor' system the North American continent is 'fixed' into starts at the Equator, includes the Gulf of Mexico and is somewhat minorially contributed to by The Great Lakes. There is significant humidity contributed by The Hudson Bay in Canada, more than the Great Lakes by surface area alone. This is where the humidity is coming from. The rains, chronic now in nature, are 'fixed' because there is no other humidity source, but, why in the middle of the continent?

This map below clearly illustrates the mountain ranges of North America which inhibits the travel of surface winds from going west or east to the coastal areas. The humidity coming off the Gulf is coming ashore over the Gulf Coast and traveling over the Great Plains, completely limited to that area due to the mountain ranges.




Weather is caused by 'clouds' when it delivers rain, snow, percipitation. The troposphere has dearly little humidity/water vapor. While there is plenty of 'particles' in the tropsophere to form clouds there is no water vapor to surround the particles.



In the 'visual' satellite picture below the 'clouds' over North America is noted to be east of the Rocky Mountains and west of the Appalachian Mountains. What is really scarey about the visual satellite below is the noted shrinking Greenland Ice Sheet. There is a lot of distance from the coast of Greenland and the noted ice sheet.

Just when you thought the 'summer' couldn't get any worse, torrential downpours yesterday turned into the sort of weather usually only encountered in winter.
Last night, astounded rush-hour commuters had to make their way home through hailstorms.
Thunderstorms swept across the South of England, bringing nearly 7mm – more than a quarter of an inch – of rain in an just an hour.
In South London, large hailstones turned streets into winter wonderlands.
People making their way home wrapped up and had to tread carefully as streets became ice rinks.

The cost of the clean up will be enormous to this oil spill. The seepage of oil alone into any water supply...

... will completely devalue the property. This is not just a matter of water receding. It's a matter of whether or not the property is habitable at all. Anyone that says otherwise is lying. Does lying matter to you?

If this was an oil spill at sea, there would be bouys and all kinds of efforts to stop and contain it. Is Kansas doing that? As soon as the water recedes the oil will destroy everything it touches and the idea that contamination of any water supply can only be determined by regular hourly testing of potable water. The Kansas Government is not giving those reassurances to anyone. There needs to be complete disclosure of the testing of the water supply to this area residents.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immune-comprised persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advise about drinking water from their health care providers. The EPA/Centers of Disease Control (CDC) guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (1-800-426-4791).

Realize the 'standards' of the EPA may be less than safe considering George Walker Bush raised the rates of allowable contaminants such as arsenic as of 2001. It would be 'best' to seek quality statements by cities that actually care about their citizens.

BARTLESVILLE - An oil spill from a Kansas refinery headed toward Oologah Lake on Monday along the Verdigris River, swollen from several days of heavy rainfall.The oil spilled into the river from the Coffeyville Resources refinery on Sunday and was headed toward Oologah Lake, a water source for the city of Tulsa."There are nine public water supplies along the Verdigris and the Oologah Lake, and none of them are currently affected," said Skylar McElhaney, a spokeswoman for the Department of Environmental Quality. "Some of the water plant operators are increasing the level of disinfectant as an additional safety measure."It was unclear if the oil was crude or diesel, McElhaney said, but officials were optimistic the spill would dissipate before it reached Oologah Lake."By the time it gets here, there's a good chance it will be dissipated," said Ross Adkins, a spokesman for the Tulsa District of the U.S. Army Corps of Engineers.Oologah Lake, about 30 miles northeast of Tulsa, provides flood control in the Verdigris and Arkansas River basins. The lake, which has 209 miles of shoreline that includes equestrian and hiking trails, is used by boaters, water skiers, canoeists, sailors and fishermen.

The current Executive Branch has no reverence for the truth. Yet, they can make war and kill people without conscience.


The link above is to the concept of "Separation of Powers" of the USA Consitution. It was designed for Checks and Balances of powerful people. Realizing that is the understanding that Dick Cheney could never have one foot in each branch of government.

A basic 'run down' on the importance of the three branches of government. The USA Constitution when taken aside and out of context to the Declaration of Independance and Bill of Rights can be dangerous. The USA Consitution "set up" the government in 'the spirit' of the Declaration of Independance. The Bill of Rights was to 'clarify' the 'rights' guaranteed under the Consitution and expand on them.

So, considering the sturcture of the new American government was to secure the rights of individuals from their government or perhaps better said as a result of their government, the most powerful branch of government was always supposed to be a 'representative legislature' designed to carry out the will of the people of the USA. The other branches of government 'have a function' based in the laws passed by the majority of the legislature. Without the legislature the Judiciary and Executive Branches wouldn't have a function. Their actions are dictated by the Legislative Branch.

In the case of the Vice President, which has dearly little function except to stand ready to assume the Presidency should that person no longer be fit to serve; the 'function' is 'lent' to the Senate, as it's President, to resolve a tie. That 'action' is 'a service' to the country by the Executive Branch. In other words, for the Legislative Branch to 'function' beyond it's own politics there has to be a 'check and balance' or literally an equally divided Senate could 'deadlock' the process of legislation forever. That is why the Executive Branch 'lends' it's Vice President to the Senate. It's a 'check and balance' to the best interest of the country.

If the current Vice President continues to attempt to resturcture the 'power balance' of the Executive Branch as it 'manifests' in it's role in the Senate then there is dearly nothing saying the Senate Pro Tempore, and more than likely as well, The Speaker of the House has an equal right to lay claim to rights in the Executive Branch and therefore should have the ability to conduct business within the White House to be prepared to take over the Presidency if they are called upon.

Is Mr. Cheney ready to deal with that reality as he attempts to cover up his "W"rong doings in the name of powers of the Vice President? I doubt it. See, if Cheney can state he has a foot in two branches of government there is nothing preventing others to make the same claim. What Dick Cheney is attempting is unconstitutional, although the Robert's Court in collusion would state differently. The backlash from such a decision in regards to the other branches of government may very well destroy the USA Constitution in it's entirety.

As far as 'the place' for the Judiciary. It simply adjudicates the laws. It doesn't write the laws but ensures the laws are fairly applied to the people of which their 'representation within legislation' demands same. The laws are due to 'representation' of the people, not the 'rule' of a ruling class. Huge difference.

The Executive Branch is simply that and no more. They are Executives that carry out 'the will of the people.' They abide by the legislation and carry out 'the business' of the nation, both internationally and domestically. The President can also propose legislation according to the needs of the nation 'as realized' by the Executive Branch in it's 'function.' But, the Executive Branch can't pass legislation. Here again, the 'veto' power of the Executive Branch is to be sure the 'will of the people' is honored. The 'veto' is a check and balance.

The 'idea' that Cheney actually has powers of Legislators is an outrageous statement. This 'limited vote' in the Senate carries no 'consistency' and cannot have a daily brevity to the legislation. He is simply 'called up' to serve the people in the role of the President of the Senate. He is not empowered to 'affect' legislation on a regular basis. His assertions to anyone whom loves this country is obvious. In saying that some would say whom loves this country more than the people in the Executive Branch? My reply? Are you serious? The country belongs to the people. The people love this country more than any 'representative' to the three branches of this government has a right to lay claim.


I'm sorry, but, there is one characteristic that reigns true of the Bush Executive Branch and that is anarchic self-righteousness. It's unforgivable. I have heard how every president has the opportunity to do all kinds of clemecy and pardons. This president has sent our military to war without reason against another sovereign country. When Bush exonerated Libby from paying a price that the judicial system leveled as a responsible reaction to the severity of the crime as the 'Lies of Libby' disabled Special Prosecutor Patrick Fitzgerald from taking the case forward.

Libby's false testimony caused the case to languish in uncertainty. As a result the only way the 'CIA Outing Case' could go forward was to a conclusion was to find Libby a liar and prosecute him for the crimes he committed. This is not political vengence. This has nothing to do with politics. It's about an Executive Branch that does not adhere to 'The Rule of Law' and instead plays by it's own rules. The crimes Libby was convicted of are all very serious reasons to prosecute. "The Truth" is the foundation our laws are built on, without it our judicary is compromosed.

So, with that I'll get on with the week, but, sadly in reflection on the poor health of our nation from all aspects.


I TOLD YOU SO ! Basically, Bush didn't find it difficult to grant a pardon. He found it difficult not to. He's playing politics. The Oval Office went to a lot of trouble to 'roll out' the Libby clemency. They prepared a statement by the president that was released at the same time the information was released. It was carefully worded to include compassion for the family, etc., etc. He even 'gently' indicted the system as being to harsh in it's conviction. Bush is dead "W"rong about that.
The "Lies of Libby" are significant and should have been met with the strongest penalties. The act of outing a CIA agent vindictively as a former Ambassador wrote an Op-Ed in hopes he could reach the nation about, and here again, 'the truth' of his work in Iraq and Niger is unconcionable. It was done to threaten every member of the government's intelligence community that the same will happen to them if they decided to tell 'the truth' to the nation. Literally, the act of outing Plame could have been a death sentence. She was in the USA when it happened but other agents could have been outed while in a country whereby they could be killed easily. I mean what the Oval Office did was simply outrageous.

He said, "I considered his background, his service to the country, as well as the jury verdict."In commuting Libby's sentence, Bush let stand the convictions for perjury and obstruction of justice in conjunction with the CIA leak case. The other terms of Libby's sentence -- two years' probation and a $250,000 fine -- still stand. A pardon would leave Libby with a clean slate: no convictions and no probation or fine.Libby, 56, was Cheney's chief of staff and a powerful figure inside the Bush White House during the buildup to the Iraq war....

Remember who this is? She's with her lawyer while pregnant. Who lied to put her in Iraq? Do you realize the deaths resulting from lies by Bush?

Spec. Charles A. Graner Jr., 35, another soldier in England's unit, also has been charged with abuses and was involved in a romantic relationship with England; he faces adultery charges for allegedly having sex with England last October. She was visibly pregnant in court last month, and her lawyers have said the child is Graner's.
On September 26, 2005, England was convicted of one count of conspiracy, four counts of maltreating detainees and one count of committing an indecent act. She was acquitted on a second conspiracy count. She was sentenced to three years in a military prison for her crimes.
On September 27, 2005, England apologized only for appearing in the pictures, and never for the maltreatment and assault she committed on the prisoners.
England worked in the kitchen of a prison (Naval Consolidated Brig, Miramar) from which she was paroled on 3 March, 2007, after having served 521 days. She will remain on parole through September 2008, when her three-year sentence will be complete and she will receive a dishonorable discharge.

Her sentence wasn't commuted when she was pregnant. Right? She was surrounded by her family during all this time. All that occurred was felt by those that loved her. Her family has been through a great deal as well. So has she. No capital crimes were committed by Lynndie.

President’s Statement on Libby

The following statement was released by President Bush on July 2, 2007:

The United States Court of Appeals for the D.C. Circuit today rejected
Lewis Libby’s request to remain free on bail while pursuing his appeals for the serious convictions of perjury and obstruction of justice. As a result, Mr. Libby will be required to turn himself over to the Bureau of Prisons to begin serving his prison sentence.

I have said throughout this process that it would not be appropriate to comment or intervene in this case until Mr. Libby’s appeals have been exhausted. But with the denial of bail being upheld and incarceration imminent, I believe it is now important to react to that decision.

From the very beginning of the investigation into the leaking of
Valerie Plame’s name, I made it clear to the White House staff and anyone serving in my administration that I expected full cooperation with the Justice Department. Dozens of White House staff and administration officials dutifully cooperated.

After the investigation was under way, the Justice Department appointed United States Attorney for the Northern District of Illinois Patrick Fitzgerald as a Special Counsel in charge of the case. Mr. Fitzgerald is a highly qualified, professional prosecutor who carried out his responsibilities as charged.

This case has generated significant commentary and debate. Critics of the investigation have argued that a special counsel should not have been appointed, nor should the investigation have been pursued after the Justice Department learned who leaked Ms. Plame’s name to columnist
Robert Novak. Furthermore, the critics point out that neither Mr. Libby nor anyone else has been charged with violating the Intelligence Identities Protection Act or the Espionage Act, which were the original subjects of the investigation. Finally, critics say the punishment does not fit the crime: Mr. Libby was a first-time offender with years of exceptional public service and was handed a harsh sentence based in part on allegations never presented to the jury.

Others point out that a jury of citizens weighed all the evidence and listened to all the testimony and found Mr. Libby guilty of perjury and obstructing justice. They argue, correctly, that our entire system of justice relies on people telling the truth. And if a person does not tell the truth, particularly if he serves in government and holds the public trust, he must be held accountable. They say that had Mr. Libby only told the truth, he would have never been indicted in the first place.

Both critics and defenders of this investigation have made important points. I have made my own evaluation. In preparing for the decision I am announcing today, I have carefully weighed these arguments and the circumstances surrounding this case.

Mr. Libby was sentenced to thirty months of prison, two years of probation, and a $250,000 fine. In making the sentencing decision, the district court rejected the advice of the probation office, which recommended a lesser sentence and the consideration of factors that could have led to a sentence of home confinement or probation.

I respect the jury’s verdict. But I have concluded that the prison sentence given to Mr. Libby is excessive. Therefore, I am commuting the portion of Mr. Libby’s sentence that required him to spend thirty months in prison.

My decision to commute his prison sentence leaves in place a harsh punishment for Mr. Libby. The reputation he gained through his years of public service and professional work in the legal community is forever damaged.
His wife and young children have also suffered immensely.

He will remain on probation. The significant fines imposed by the judge will remain in effect. The consequences of his felony conviction on his former life as a lawyer, public servant, and private citizen will be long-lasting.

The Constitution gives the President the power of clemency to be used when he deems it to be warranted. It is my judgment that a commutation of the prison term in Mr. Libby’s case is an appropriate exercise of this power.

I guess when it comes to responsibilty for the follies of the wealthy and powerful drip trickle just doesn't work !

As of Monday, July 2, 2007, at least 3,583 members of the U.S. military have died since the beginning of the Iraq war in March 2003, according to an Associated Press count. The figure includes seven military civilians. At least 2,942 died as a result of hostile action, according to the military's numbers.
The AP count is six higher than the Defense Department's tally, last updated Monday at 10 a.m. EDT.
The British military has reported 156 deaths; Italy, 33; Ukraine, 18; Poland, 20; Bulgaria, 13; Spain, 11; Denmark, seven; El Salvador, five; Slovakia, four; Latvia, three; Estonia, Netherlands, Thailand, two each; and Australia, Hungary, Kazakhstan, Romania, South Korea, one death each.
The latest deaths reported by the military:
_ A soldier was killed Monday by an explosion in Salahuddin province.
_ Two soldiers and one Marine were killed Sunday in Anbar province.
_ A soldier was killed Sunday by small-arms fire in southern Baghdad.
The latest identifications reported by the military:
_ Army Staff Sgt. Robb L. Rolfing, 29, Milton, Mass.; died Saturday in Baghdad of wounds from small-arms fire; assigned to the 2nd Battalion, 10th Special Forces Group (Airborne), Fort Carson, Colo.
_ Army Pfc. Jonathan M. Rossi, 20, Safety Harbor, Fla.; died Sunday in Baghdad of wounds from an explosive and small-arms fire; assigned to the 2nd Battalion, 12th Cavalry Regiment, 4th Brigade Combat Team, 1st Cavalry Division, Fort Bliss, Texas.

Why do Republicans keep plenty of money in their personal treasuries? Because when they break the law there might be liabilities and fines. That's why.

When you pledge allegiance, do you pledge allegiance to George Walker Bush and Dick Cheney or do you pledge allegiance to the USA Constitution? These men don't pledge allegiance to the USA, they pledge allegiance to 'the party' and the 'power brokers' their money buys for them.

George Walker Bush rewards liars, criminals and those that can 'serve his purpose.' There is no justice in the USA. None.


Fitzgerald wants Libby imprisoned immediately (click here)

WASHINGTON (AP) - Special Prosecutor Patrick Fitzgerald urged a federal judge Tuesday not to delay former White House aide I. Lewis "Scooter" Libby's 2½-year prison sentence in the CIA leak case.
Libby, the former chief of staff to Vice President Dick Cheney, has argued that he has a good chance of winning an appeal and should be allowed to remain free until that challenge has run its course.
U.S. District Judge Reggie B. Walton, who sentenced Libby to prison for lying to authorities and obstructing the investigation into the 2003 leak of CIA operative Valerie Plame's identity, has said he sees no reason to grant Libby's request.
A delay in Libby's sentence would give President Bush more time to consider pardon requests from Libby's supporters, who say the loyal aide was caught up in a political investigation and does not deserve prison time.
Fitzgerald, in court documents filed Tuesday, said an appeals court is unlikely to overturn Libby's conviction because the evidence against him was so overwhelming.
After a monthlong trial, jurors found that Libby lied to investigators about how he learned that Valerie Plame, the wife of an outspoken war critic, worked for the CIA, and whom he told.
Defense attorneys contended that Fitzgerald lacked the constitutional authority to bring charges against Libby. They also said they were unfairly prohibited from discussing the classified issues that were weighing on Libby's mind at the time and from questioning NBC reporter Andrea Mitchell about why she said lots of journalists knew Plame's identity.
On the classified information issue, Fitzgerald noted that defense attorneys did not call Libby or Cheney to testify to bolster Libby's defense, despite saying they would.
If Libby's request to remain free is denied, defense attorneys will rush to an appeals court and ask judges there to put the sentence on hold.

WASHINGTON (AP) -- President Bush commuted the sentence of former aide I. Lewis "Scooter" Libby Monday, sparing him from a 2 1/2-year prison term in the CIA leak case. Bush left intact a $250,000 fine and two years probation for Libby, according to a senior White House official, who spoke on condition of anonymity because the decision had not been announced.
Bush's move came hours after a federal appeals panel ruled Libby could not delay his prison term in the CIA leak case. That decision put the pressure on the president, who had been sidestepping calls by Libby's allies to pardon the former chief of staff to Vice President Dick Cheney.
Libby was convicted in March of lying to authorities and obstructing the investigation into the 2003 leak of CIA operative's identity. He was the highest-ranking White House official ordered to prison since the Iran-Contra affair.

Odd picture, isn't it? Those are water rapids on the right side of the photo. If anyone was in the road when it was overtaken by water they are now washed downstream. That from a Rescue perspective. But the velocity of the water is clear. The water is running from left to right.

The roadway where the water actually appears calm, mirror-like is a bit deeper than the side of the road to the right which is more than likely cropland. So when the high velocity water 'piles up' when it hits the higher elevated crop land there is a rapid of water that develops.

There are rows of signs. There the ones on the right and the ones on the left and then a row of telephone poles. I find the first sign in the row of signs on the left the most interesting. It shows me the direction of the water and the velocity. The size of the pole is probably 2 inches by 4 inches at the very most where the water hits. As the water hits that pole it creates a wake behind it. That 'wake' is quite lengthy and it looks as though it continues to the line of rapids.

I would estimate those signs are above eye level. So the water is about five feet deep. For this much trubulence to occur the water has to be traveling at a high rate of speed. I'll make an estimate of about 30 mph with enough turlulence in that stretch of road a human being would be dragged under if they attempted to cross it. Kansas is mostly flat and that adds to the velocity of the water. No resistance. No friction for the upper two thirds of the 'stream.' It is a stream now by the way. Temporary, hopefully, but a stream just the same. The percise measurement is difficult because the exact volume of water is not known.

But.

For a wake to not resolve immediately after such a small 'interruption' as that 'sign pole' there is a lot of force behind it's movement. Possibly more than 30 mph.

Thank you, George Walker Bush. The color of the water tells me where all the topsoil is going.

Flooding forces hundreds from homes in Kansas and Missouri (click on title. thank you.)
OSAWATOMIE, Kan. — Even after sunshine returned to southeast Kansas and southwest Missouri, rivers swollen by days of heavy rain continued to rise as flood surges moved downstream.
While the rain had mostly stopped Monday morning, the National Weather Service extended a flash flood watch for six southeast Kansas counties — Allen, Labette, Montgomery, Neosho, Wilson and Woodson — because major flooding continued in area rivers.
The state was providing water to several communities where flooding had overwhelmed water treatment plants, said Sharon Watson, spokeswoman for the Kansas Emergency Management Agency. Fourteen shelters had been opened and were housing about 340 people early Monday.
In addition, more than 42,000 gallons of crude oil spilled into the Verdigris River from the Coffeyville Resources refinery Sunday, Watson said. The river flows south into Oklahoma.

Flooding leads to State of Emergency
..."The water's moving too fast for us to do anything with it right now," Bunting said Monday morning.
...The Verdigris River at Independence set a record of 52.4 feet Sunday morning, shattering the old mark of 47.6 feet and more than 20 feet above flood stage. In Coffeyville, the old record of 26.6 feet fell Saturday night as the river surged past 29 feet, more than 10 feet above flood stage.
"Releasing the water may not cause the river to crest higher, but it may cause the crest to remain for a longer period of time," said Robb Lawson, a National Weather Service meteorologist in Wichita.
The Neosho River crested at 40.5 feet at Erie in Neosho County, where some evacuations occurred during the weekend.
...In Nevada, the Marmaton was at 29.5 feet, almost 10 feet above flood stage, while the Marais des Cygnes was expected to crest at 12 feet above flood stage on Tuesday, said John Campbell, an operations manager for the State Emergency Management.

Rains stop, but waters rise

Ottawa — During heavy rains here Saturday, Tyler Carey, 24, could see the water ominously inching toward his house in the eastern part of the city.
It crept within 3 feet of his front porch. By Sunday evening, Carey looked out onto the body of water that had spilled over from the Marais des Cygnes River, which runs through Ottawa. It had overwhelmed the bottoms area by his house near East Second and South Poplar streets.
“I never thought in my wildest dreams that it would come all the way up to my house,” he said.
His two closest neighbors had left during the flooding, and Carey and his wife propped up their furniture. The couple and their three children spent Saturday night elsewhere with family, but they were back at home Sunday because the waters never reached the home.
“Everyone’s pretty much in shock,” Carey said....
