The media in Albuguerque are justifying the murder of James Boyd. It is institutional.

Dear God the Albuquerque Police murdered Boyd. Those police were never in danger, not for one second. I don't give a damn what Mr. Boyd may or may not have done before. It is not at all unusual for the mentally ill to have scuffles with law enforcement and it is perfectly obvious Mr. Boyd was target practice as police clearly had no understanding of what real police work actually entails.

I demand those officers be held on the charges of murder! They did not allow him to surrender. They planned to kill him from the start. His death was assured.

No matter what path James Boyd took, the PROCEDURES at work on the scene assured he would die. That is institutional and enforceable murder. It could be anyone. This is institutional murder. The procedure has ONE outcome and if there is any deviation from that outcome the person is dead. It does not allow for dialogue, for confusion or for attempts to surrender in the way a person understands surrender. If the procedure doesn't go as PRESCRIBED the person dies.

Hair trigger. They sent a dog and a trained assassin on a park violation? I don't think so. 

Illegal camping? That requires gunmen. I thought it would require a summons. There is a huge disparity in the level of violence by the police force. There was no way James Boyd was going to survive.

The police administrators are to be suspended immediately with an investigation to their methods and policies allowed among civilian populations.

Peaceful protests (click here) against the Albuquerque, N.M., Police Department's killing of James Boyd broke out into violence late Sunday night. The APD used tear gas and riot tactics to disperse crowds that hurled rocks and stopped traffic.

The International Community needs to register their objections against the murder of an innocent person in the USA.

This is police practice in the USA. It is defended by the media because they are told to villainize the victim of the shooting and ENFORCE the police standards practiced within that department.  

This level of killing of innocent people who may or may not have mental illness issues have been repeated in the USA and not just New Mexico. Without effective changes in the USA to stop the unjustified killings by police in the USA it cannot be considered a safe country for tourism.

If this was any other country, it would be called a police state. 

Does James Boyd have a family? If he does they need to defend their son or brother or husband. Does he have children? Someone needs to be his voice and demand justice for his murder. This was murder. There is no doubt and there is no justification for his murder. 

These families across the USA need to come together to bring their pain and their losses before the country, the international community and ultimately Congress.

Newark, NJ – U.S. Senator Robert Menendez (D-NJ) today introduced a resolution to honor and commemorate civil rights leader César Estrada Chávez. The resolution is co-led by Majority Leader Reid and co-sponsored by Senators Boxer, Heinrich, Bennet, T. Udall, Feinstein, Leahy, M. Udall, Stabenow, Levin, Durbin, Warren, and Gillibrand.


“Cesar Chavez’s unwavering devotion, courage and relentless determination for the dignity and respect for all workers taught us our voice can change the course of an entire nation,” said senator Menendez. “His belief in the guiding principle that we must leave the world a better place than we found it continues to resonate today as Americans, from rural agricultural fields in New Jersey to movie screens in Hollywood, remember one of our most important civil rights and labor leaders.”

Cesar Estrada Chavez was born 86 years ago, on March 31, 1927, in Arizona to poor migrant farm workers. Following the principles of Mahatma Gandhi and Martin Luther King Jr., in 1962 Cesar Chavez co-founded the first successful farm workers union in the United States -- the United Farm Workers (UFW) to campaign for safe and fair working conditions, reasonable wages, decent housing, and the outlawing of child labor.  He inspired hope in these workers through his great rallying catchphrase, “Sí Se Puede.” Cesar E. Chavez was a recipient of the Martin Luther King Jr. Peace Prize during his lifetime and was awarded the Presidential Medal of Freedom on August 8, 1994.

Cesar Chavez was the organizer of the farm workers movement.(click here) He died at the age of 66 in 1993. He created the United Farm Workers.
Against all odds, he united workers in the fields of California to join a union and take on the powerful growers.
Now, on the 85th anniversary of his birth, he is being honored by the United States Department of Labor. They named their auditorium after him.
The Department also added the farmworkers movement to its Hall of Honor. This honors Americans who have the improved the life of workers....

The US Senate is still in session.

John Owens was just confirmed to the Ninth Circuit. President Obama and Majority Leader Reid scored a real victory with this confirmation.

Washington—The Senate (click here) today advanced the nomination of John Owens of California to serve on the U.S. Court of Appeals for the Ninth Circuit. The final vote on his confirmation is scheduled for Monday.

Senator Dianne Feinstein (D-Calif.) offered the following remarks on the Senate floor in advance of the cloture vote:

“I have come to the floor to urge my colleagues to support the nomination of John Owens to the U.S. Court of Appeals for the Ninth Circuit. This was approved by the Judiciary Committee without dissent...

...The problem that has a risen around this nomination, though, is not really his qualificiations because the record will bear those qualifications out. It is the longest standing discussion over the seat vacated by Judge Stephen Trott. There is a history here, and I would like to explain it. 

This seat has been vacant for over 9 years - since Judge Trott took senior status in December 2004. It is the longest running vacancy in the entire federal judiciary. The Ninth Circuit has the greatest number of pending appeals per panel. It takes longer than other circuits to resolve an appeal. It makes no sense for this seat on the busiest circuit to stay vacant any longer....

Senate Majority Leader Reid is trying to get 60 votes for Medicare Payments to Doctors and are currently two votes short with 35 no votes.

They just got the 60 votes. It is a procedural vote. 

The whaling industry never understood it's prey or it's life cycle.

Japan (click here) will respect an International Court of Justice order to end its annual Antarctic whale hunt despite "deep disappointment" with the landmark decision, it said on Monday.
The Court decided in favour of Australia, ruling that Japan's whale hunt in the Southern Ocean was not scientific and it should cease the program "with immediate effect".
"As a state that respects the rule of law ... and as a responsible member of the global community, Japan will abide by the decision of the court," Japan's chief negotiator Koji Tsuruoka said outside the United Nations' top court in The Hague...

Japan was lying and had been lying to the IWC for a long time. They masked their whale hunt as research and everyone knew it had nothing to do with research. Either a major nation in this world respects the international community and it's rule of law or it doesn't. If it doesn't there needs to be consequences. This order ends Japan's program. A program, I might add, that was started by the USA with Japan after WWII to begin to establish it's economy.

SEATTLE, Wash.—Nothing excites whale researchers and whale fanatics more (click here) than seeing a new calf born into the pod. However, researchers have learned that calf survival rates are incredibly low, especially for the orca’s first born. The mother’s young calf often dies because of something the mother passes on to her offspring—PCBs....

First it was the Blue Whales, then the Fin Whales, then the Humpback and then the Minkes. It never stopped. Then when all the major baleen species were hunted to near extinction they turned to the Orcas. That was about five years ago and then the number of young started to drop because the Orcas were being hunted at the same time they were succumbing to PCBs.

That was another thing. Japan never cared that whale meat carried dangerous chemicals within it. The price was high, the delicacy rare and that is all that mattered. They justified the toxins within the meat as LOW and tolerable. The entire venture by Japan was ill fated from the beginning. When the USA encouraged the whaling industry with Japan they never bothered to perform surveys of them until the IWC in 1946.

The idea behind any research was to find why their numbers were dwindling. After the community learned all it could possibly know about whales of all species, the reason for their losses were obvious. Never was scientific investigation ever suppose to add to their endangered status, but, relieve it. Japan claiming whaling ships were research ships were counter to everything the scientific community believed about the ethnics involved. It was obvious here was no research conducted on those ships.

In the picture above are innumerable Orcas. A scientific investigation needs that many dead Orcas? I think not.

Noah had an ark. Earth doesn't. The only thing Earth now has in common with Noah is the denial of reality by the masses.

There is no 50 to 60 years down the line. See that margin of frigid temperatures over the Arctic Ocean. See the temperatures that are not frigid. The area covered by frigid temperatures is going to become narrower and narrower and narrower and there is no ice to mitigate the heat. Does that make an impression yet?

...The US-Canada International Joint Commission, (click here) responsible for policies regarding Lake Erie, has issued a report available on its website – ijc.org. It contains 16 different recommendations for combating harmful algal blooms, including improvements in municipal sewer systems and restoring wetlands and a ban on applying manure, bio-solids and fertilizer to frozen ground or ground covered by snow in Ontario and the states of Ohio, Michigan, New York, Pennsylvania and Indiana.  The commission called for cutting the overall phosphorus levels 46 percent in order to diminish the low-oxygen dead-zone by half. It also recommended a 39 percent cut in phosphorus levels in western part of the lake, in order to decrease algae blooms that are particularly widespread there....

It is official, the Ohio Snowbirds can come home to mow the lawn.

The young familes of Great Britain have a wonderful example of parenthood.

This is not a minor issue for the UK. It was a few years ago when their children were listed among those that lived in deprivation according to the United Nations. The USA should not believe it is exonerated. I think the ratings of the two allies were very close together.





The government (click here) is considering whether to introduce a new offence of emotional cruelty to children, it has been confirmed.
The proposed change to neglect laws in England and Wales would see parents who deny their children affection face prosecution for the first time.
It follows a campaign for a "Cinderella Law" from charity Action for Children.
The government said child cruelty was an abhorrent crime which should be punished.
Social workers have a definition of child cruelty that they work on but because it is not written into law, this makes it difficult for the police to gather evidence....

The USA and the UK were numbers 20 and 21 out of a ranking of 21 countries. That is not good, especially when education is under attack in the USA and it's military budget is larger than all others in the world added together.

...Russia's lower house of parliament (click here) passed Monday a bill terminating a series of agreements with Ukraine on the status and activities of the Black Sea Fleet. The bill was introduced in the State Duma by President Vladimir Putin on March 28 following reunification of Crimea with Russia.The measures to be scrapped include a 1997 agreement on the conditions of the fleet's stay in Crimea, which was extended by 25 years in a 2010 deal by Ukrainian President Viktor Yanukovych.... 

Russia should have a garage sale or better yet simply sell the scape metal to buy out the contracts to the Ukraine. The assembly of ships in the Black Sea Port is not particularly interesting. 

Its main vessel was basically built to fight other ships and so is only useful in fighting a naval war. 

There is the Moskva, an aging guided-missile cruiser.  

A large anti-submarine warfare cruiser. 

A very dated; a destroyer and two frigates. 

Landing ships. 

A diesel attack submarine 

When Russia scuttle the ship to block the deep water channel into the Crimean Port, they were making a profound statement about the integrity of the ships within it's fleet. No lie. 

Most any navy, including North Korea's missing submarines can defeat these hunk of junks. There could be a good reason for the Crimean annexation. The contract for the port was absolutely unnecessary when it comes to the national security of anything. 

Russia annually paid the Ukrainian government $526.5 million for the base, as well as writing off $97.75 million of Kiev’s debt for the right to use Ukrainian waters and radio frequencies, and to compensate for the Black Sea Fleet’s environmental impact. 

This fleet is really a salvage operation. The melt down value of the metal might be enough to pay off the contract. Maybe. Maybe at least a year's worth of contract.

Riots in New Mexico. It is time the FBI bring justice Albuquerque.

Not to diminish the expertise of Anonymous, but, I wonder about the effectiveness of the cyberattacks given the power structure that has killed so many is on the street with guns. The police will dismiss this as mischief and not a sincere protest to the deaths and ongoing problems.

...Protesters (click here) are angry over the police’s involvement in 37 shootings, 23 of them fatal, since 2010. They marched the 2 miles from downtown Albuquerque to the University of New Mexico, holding signs protesting the recent shootings, particularly the killing of a homeless man in the foothills of the Sandia Mountains on the east side of Albuquerque. Helmet-camera footage of the incident was posted on YouTube earlier this week and went viral, igniting national and international outrage....

The FBI opened an investigation into the fatal shooting of James M. Boyd, the homeless man likely suffering from mental illness, after a standoff on March 16 in Albuquerque....

I've been to Albuquerque. It is slightly isolated. It is at the cross roads of two major interstates. The demonstrators knew what they were doing to get people's attention.

The FBI is involved and that brings a different perspective. The city is equally divided in it's ethnic content.  

The age is disproportionate. The population is younger than the rest of the country. There is also a spike of people between the age of 20 to 34 years old. English is spoken by at least 78% of the population. But, there is also a significant Spanish speaking community which provides support to non-English speaking people. 

The unemployment rate across New Mexico ticked up because of austerity practiced by the Republican Governor. Albuquerque, in proving it's isolation, has maintained a 7.5 percent in unemployment for well over a year. The job losses in New Mexico is in the government sector.

It isn't just unnecessary killing, there are civil rights problems, too.

The APD is not the only police department with the shoot to kill mentality. That was developed during the Bush years and the strategy is still adhered to by many. Ultimately, any internal review of these shootings end up being exonerated because they are justified by 'the policy' of the police department. It is administratively acceptable to 'shoot first and ask questions later.' 

There are people within the US Justice Department taking this very seriously. It isn't just US Justice, there are citizens and civil rights leaders concerned about the people of  Albuquerque. 

The more scared people become and learn that even asking for help results in their death, the chances this will escalate is inevitable. This isn't because there are many Hispanics that are ignorant to their understanding of Americanism. That view is bigoted. These people live in this community, it is their home and they understand their own reality. They are an authority to their lives. They need to be taken seriously and their complaints are to carry brevity. The police committed and exonerated the unnecessary deaths of citizens. The police have a problem. Their problem is their method of 'justice with a gun' rather than that of a court. If the police are too scared to actually 'serve and protect' the people, then they don't belong where they are.

The reality of the danger of policing does not meet the criteria for DEADLY FORCE.

ISLAMABAD (Reuters) - Former Pakistani president Pervez Musharraf (click here) pleaded not guilty to five counts of treason on Monday in the latest chapter of a long-running drama between the increasingly assertive judiciary and its former military ruler.
Musharraf faces the death penalty if convicted of charges over his suspension of the constitution and imposition of emergency rule in 2007, when he was trying to extend his tenure.

The case marks the first time a former military officer of Musharraf's rank has appeared in court before a judge in a country where the military has rarely been challenged by either the government or the judiciary.

"I would like to ask where is the justice for me in the Islamic republic of Pakistan ... I have only given to this country and not taken anything," Musharraf said. "I prefer death to surrender."... 

Where is Rumsfeld and the USA Treasury when you really need it, huh?

Being a warlord has it's down side. He should have known when the same bridge was bombed twice it meant something.

I sincerely believe other countries should open their borders to Russian people with dual citizenship. This simply doesn't sound good. The people involved should have the right to leave before any enforcement of such a law.

This is really strange because Russia in recent years have sought to bring their diaspora within it's borders to increase it's population. This doesn't make sense.

Lawmakers (click here) have prepared two bills that forbid senior state officials having dual citizenship and make it a criminal offence to conceal one.

State Duma deputy Aleksey Kazakov of the Fair Russia caucus submitted the bill banning foreign citizenship for “all officials whose position allows making decisions considering Russia’s sovereignty and national security”, their spouses and underage children. They would also be banned from possessing permanent residence permits in foreign countries or any documents allowing permanent residence. 

On the same day MP Sergey Ivanov of the nationalist party LDPR submitted a bill which makes any Russian criminally responsible for concealing their foreign citizenship....

DARRINGTON, Wash. - Many of the dogs (click here) essential in the search for victims of the deadly mudslide that buried a mountainside community will take a two-day break, rescue crews said Sunday, as the official death toll rose and more bodies were recovered.

The dogs can lose their sensing ability if overworked in the cold and rain.

"The conditions on the slide field are difficult, so this is just a time to take care of the dogs," said Kris Rietmann, a spokeswoman for the team working on the eastern portion of the slide, which hit March 22 about 55 miles northeast of Seattle and is one of the deadliest in U.S. history.

Dogs from the Federal Emergency Management Agency that arrived more recently will continue working....

The Korean Peninsula moves past the flash point.


 
North Korea (click here) fired more than 100 artillery rounds into South Korean waters as part of a drill on Monday, prompting the South to fire back, officials in Seoul said, but the exercise appeared to be more saber rattling from Pyongyang rather than the start of a military standoff.
The North had flagged its intentions to conduct the exercise in response to U.N. condemnation of last week's missile launches by Pyongyang and against what it says are threatening military drills in the South by U.S. forces.
North Korea also accused the South of "gangster-like" behavior at the weekend by "abducting" one of its fishing boats and threatened to retaliate. The South said it had sent the boat back after it drifted into its waters....

North Korea has been at war with South Korea masked as 'military exercises.' North Korea invaded an island and South Korean fishing boats. The military confrontation between the North and South began with the attack on a military ship which cost South Korea 46 lives (click here). It was such a vicious attack the South Koreans had to come to grips with the overt aggressive nature of the new North Korean leader. This is further escalation by North Korea.

...disputed western sea border (click here) on Monday, escalating military tensions a day after the North threatened to conduct more nuclear tests.

South Korean officials said the shells from both sides fell harmlessly into waters from which naval and fishing boats had stayed clear. But the exchange of fire marked the most serious episode along the western sea border since an artillery duel there in 2010....
