Russia has it's nightmares, too. But, I believe according to international laws, such as the Geneva Conventions, some of the prisoners in Russia can be considered political prisoners and not just criminals. To that end I would expect international organizations to have access to Russian prisons and appeal to international venues to the findings, including Russian venues of reform. Third party funding is not Russia's forte and the extra help might even be welcome.
