May 25, 2005. Tuckerton, New Jersey. The horizon is definately ocean and the foreground is estuary. That is a seagrass of some kind but it's difficult to identify from this picture. It could be a reed depending the shape of the stalk. It is a curious picture. There is 'some' flooding but not major flooding which I would expect with a 'downpour.'
