Depending on the inspection, the balcony should be given a weight rating so the residents or hotel guests know how many people and barbeques can safely be supported by the balcony.
There is no reason for such risk in cities. I don't really care where the balcony is located, even one flight up on an apartment building there should be regular inspections with certifications awarded to the inspection. I am surprised balconies have not been a problem until now, but, there are more reports lately. I could be a concentration of attention, but, I think there are real problems that didn't exist before. I doubt people would ignore balcony collapse. It just is a horrific thought. I can't imagine people ignoring it.

Pleasanton-based Segue Construction, which built the apartment
building where six people were killed, had asked to inspect evidence,
including a second balcony that was removed after inspectors found that
it, like the collapsed balcony, suffered from dry rot.
Superior Court Judge Evelio Grillo rejected the request at a brief
hearing, saying it was tantamount "to participating in" the Alameda
County District Attorney's investigation of the accident....
