I think the states have the right to refuse any and all intervention by ICE and the federal administration under Trump. The state borders belong to governors and the national borders belong to the federal government.
That is why Trump is trying to work up momentum for declarations of national emergencies regarding immigrants. The states need to plead their case to their citizens as well as the courts.

Start there and ensure domestic peace while securing the economic climate within the state and with trading partners.
The Feds meet in several different areas of the country. They can advise and put forward a clear understanding of reality and the best path forward. A national emergency in regard to immigration would wreak havoc with the economy.

Seeking asylum is serious business. When the USA steps back from being a safe haven people die. This Chinese man is lost to us. He trusted us. Now, if he is alive he is oppressed from self-expression so people that care are aware of his well being.
