The OCO funds is where the Republican Congress has been hiding military monies to conduct war from the President's office.
We don't want Donald Trump flying drones where he feels like. We need a Congress that doesn't hide money for war without the vote of the Congress.

...The Pentagon (click here) has spent $58 billion on failed weapons programs in the past 20 years, according to a new report.
Among them was the Future Combat System, which failed to meet strategy
requirements. A reconnaissance and attack helicopter was also scrapped
as ineffective and too costly. And a so-called Expeditionary Fighting
Vehicle was withdrawn due to budget cuts. The Department of Defense
claims it wasn't a complete waste as technology developed during failed
programs could be used on other weapons....
In his 2016 report Mr. Kendall states he believes the military spending is moving in the right direction.

The overall series presents strong evidence that the DoD has moved — and is moving — in the right direction with regard to the cost, schedule, and quality of the products we deliver. There is, of course, much more that can be done to improve defense acquisition, but with the 5 - year moving average of cost growth on our largest and highest - risk programs at a 30 - year low, it is hard to argue that we are not moving in the right direction....
