At depth, there will be so much pressure there will be chronic problems. Finding what might be elements of one kind or another with sonar is one thing, it is quite something else to harvest it and maintain a sovereign authority to claim it.
It is not possible to maintain a national security interest at depth. International waters are not governed by a single authority.
