The problem with the Trump administration is that he has never provided for escalation of tensions when acting aggressively against another power. This is exactly the issue with Iran.
Iran was provided a choice with Trump, abandon completely the Iran Nuclear Accords and proceed as before to perfect a nuclear weapon or hope a partial membership to the Accords was sufficient to continue a peaceful path. With the continued assault of sanctions by Trump on Iran the outcome was inevitable that Iran would return to nuclear proliferation because it no longer made sense to continue with a partial member relationship.
Today, Trump’s unilateral punishing of Iran has reached the point he longed for the entire time, Iranian violations that provide for aggression by Trump.
The War Powers Act comes into play because this is not a surprise and/or a threat that is immediate. Trump has instigated the failure of the Iran Accords and it is now up to the US Congress to decide any policy with Iran including a potential war. Enough of Trump’s hostile aggressions even when it comes to NATO. Congress is the place where future policy with Iran lies. There is no impending danger.
