According to Representative Tim Huelskamp (Republican-Kansis) this is the reason.
..."None of the other votes (click here) were on must-pass bills. They were on individual bills," he told The Huffington Post, comparing the House's past attempts to sink Obamacare to baseball. "We've had 42 different swings at the bat. Forty-two different exhibition games. But we've never actually had a regular season."...
Not.
Right now on the Senate floor is an energy bill. Vitter submitted an amendment regarding the Affordable Care Act. The amendment was entered to defeat the energy bill. It has nothing to do with THE TRUTH.
The Republicans are playing drama with the nation and they do it by building a faux dialogue for their repeated votes in the House to benefit the introduction of Senate obstruction of everything.
The amendment takes away THE EMPLOYER CONTRIBUTION to the health care insurance premiums by Congressional staff.
Senate Bill S.1392 is the Energy Bill (click here). There are 86 amendments to this bill.
The reason amendments are suppose to be allowed to any bill by the Senate and House is to bring 'special circumstances' of the states these Senators represent. It is NOT to rewrite the bill after it has left committee, otherwise why have a committee, OR to attach superfluous 'riders' to what otherwise the committee has decided is good law. Vitter is acting unethically. That is only to begin with.
Evidently the Amendment was a Bill and this is the current text. Evidently, Vitter hasn't bothered to carry out the submission of text to the public. He has 48 hours to submit THE BILL as an AMENDMENT for the public to consider. I have no way of reading this amendment now. The current Senators probably have the text, but, the public doesn't.
This tardiness by Vitter regarding the submission of this amendment is exactly my point. The House vote on the Affordable Care Act was immediately before Vitter pulled this rabbit trick out of his hat.
The amendment needs to be defeated, the grandstanding ended by Orin Hatch and the rest and the Energy Bill needs to go forward.

Bills are generally sent to the Library of Congress from GPO, the Government Printing Office, a day or two after they are introduced on the floor of the House or Senate. Delays can occur when there are a large number of bills to prepare or when a very large bill has to be printed.

The Vitter Amendment is more of the political propaganda of The Right Wing. See, they want to convince Americans that Congressional staff have special privileges and status in the country. It is a lie
The Vitter bill is to remove the employee contribution to the staffers supplied by the federal government. If the Vitter amendment goes forward it may become an opportunity to erase employee contributions across the country. It might become precedent. The amendment needs to be defeated, the grandstanding ended by Orin Hatch and the rest and the Energy Bill needs to go forward.
