If it was indeed carried out by al-Shabab,
the attack marks a change in tactics by the group, according to Richard
Dowden, director of the Royal African Society. He told the BBC: "Since
the Kenyans and the African Union force have driven Shabab out of the
capital and one of the main ports, they've gone on the attack and become
more al-Qaeda-like. There's been a coup within the organisation and
from [previously] trying to hold territory, they're [now] simply going
on the attack and creating a spectacular incident that makes the world
take them seriously."

Kenya's Deputy President William Ruto visited survivors of the attack in hospital on Tuesday morning. Later in a statement,
he said Kenya had "defeated hatred with pure love" and "overcome
cruelty with kindness". Mr Ruto was allowed to leave his trial at the
Hague in order to help handle the current crisis.
Why is The West making investments in capitalism before the central government is strong enough to actually govern and the people able to BUILD THEIR OWN ECONOMY. This is the last thing anyone wants to hear, but, during the Iraq War of nearly a decade, the Shiites did just fine with their Pilgrim Economy. The Pilgrim Economy sustains in the face of war, instability and weak central governments. The Pilgrim Economy is THE REASON why many hate The West. The Pilgrim Economy is under appreciated to the viability of the people that practice it. Quite frankly, THE PLANS The West has for The Third World is so alien to these people they can't identify with it.
I hate malls, why build them so much as invest in them when the people sincerely want them. There is nothing like importing high end Western items into a region of the world that have no purpose for them. Where in Kenya's society does a woman where a sequence dress? Adopting Western values in these nations is such a reach it is hideous when it is achieved.
The reason Kenya went into Somalia was to stop kidnappings of the wealthy. That is my understanding. The Somalia pirates thrive on ships wealthy enough to DONATE millions at a time to the people there. The randoms support warlords providing for the people. The entire idea there can be viable economies of wealth in this region is stupid.
The focus needs to be to build The Middle Class through manufacturing and exporting. Put guards where people work, but, please make the guards matter. Those criminals made it into that mall without any trouble at all. Where was the barrier mechanisms that screen people coming and going. Where is the perimeter surrounding the Mall to 'see it coming.' Where are the guards stationed on top of the mall able to see across the surrounding park that can see whom is coming to hurt their BUSINESSES?
There is little to know forethought about many Western efforts to grow an economy in the Third World. It needs to change.
Where is the "Third World Brain Trust" able to bring ideas to their societies?
There are ways in which a country builds itself and a focus on function rather than rescue. When The West rescues a Third World nation, it builds a different level of corruption that never leads to a stable nation.
Over the decades the NGOs have concentrated on educating the Third World. It shows. The are high literacy rates, but, that literacy rate has never translated into a people capable of conducting their own society or government in a real way.
