I doubt seriously France and Great Britain need nuclear capacity. A power sharing agreement within the EU regarding a nuclear scale back would be a remarkable landmark for nuclear non-proliferation.
France and Great Britain will never be enemies of each other. The entire concept is bizarre to entertain, so if the rest of the world needs an example of nuclear disarmament, then be sure it is ceremonial.
