Provisional Ballots are rejected 1.2% of the time for ID reasons. There is usually ten days to clarify any issues with ID after casting the ballots.

Most of the time they are rejected because the voter is from out of state.

Governor signs controversial election bill

One day after the end of Jacksonville mayoral race where 20 percent of the nearly 200,000 voters cast their ballots early, Gov. Rick Scott quietly signed a sweeping rewrite of Florida election law Thursday that will cut the number of early-voting days nearly in half....

The Florida Bill is retaliation for the Democratic Victory in the Mayoral Race.
