It seems to me the attacks in Baghdad are to keep the American occupation away from the Kurdish areas. The attacks are the fault of the occupation.

There have been many attacks in Iraq since January 1, 2009 when the new security pact took effecf. There is a Canadian article that cites them all with link at title to entry. One group or another had a reason. They didn't miss one month. This bombing is more of the same.
