This photo was taken in Canada.

The photographer is from Alberta but does not state where in Canada the picture was taken. If it was Alberta then it seems a little to south for what appears to me to be the formation of a 'vortex street.' It is normally seen as an unusual event high in the Arctic. That is my understanding.
