Russia has no right to be anywhere near Kherson or any other Ukrainian border including Crimea. The so called annexation is a phoney ploy to create a reason for Russia to continue to carry out it's genocide. There is no annexation including Crimea. Crimea was taken because by the Russian military after Yanukovych abandoned Ukraine. The Ukraine military was completely disarmed at the time and unable to defend it's borders. It is different now.
Russia is using this fake annexation for Putin's politics. He has to justify the enormous number of dead Russians in his genocide.

Ukraine has targeted resupply routes along the Dnieper River while Russia has sent as many as 2,000 draftees to the region. Kherson is the largest Ukrainian city that Russia holds and was the first it captured during the invasion....
