There are two types of suicide bombers, one that wants it and ends his life and the ones that are half-hearted and want to live. For the ones that want to die to collect on promised virgins there is no disarming them even if caught and cornered. If captured, while still plugged into the explosives, they will detonate at first opportunity when larger group of people have gathered. These guys will not disrobe and lay the explosives down for a robot to collect later.
With either of the two types there needs to be sufficient distance to allow for the explosive crater regardless of their cooperation. There is no way to know if the bomber was rigged with a fail safe system that will insure explosion no matter what he OR she does. Both must be shot if they come close to soldiers in a panic. I mean they can run, so they have to be dropped where they stand if they try to advance to close the safe distance. Whether they are alive or not after disabled to move requires a robot to then disarm and remove the explosive to be safely detonated.
The bomber that wants to surrender must be held at a safe distance. He or she must completely disrobe and be free of any detonation potential. I don’t know of a suicide bomber that has an internal explosive. I would think most body processes with biochemistry would end that potential.
But, this life saving protocol is necessary. The only one willing to die in that moment is the bomber.
This level of thinking requires training because it is counter intuitive of most soldiers disarming their enemy. It is why cities have bomb squads.
