Their only, and I mean only, governance in international relations is to strengthen their power and make weak all others. That governance includes the use of Wall Street and the temptation of money. If Wall Street wants the USA and NATO to begin some kind, any kind of dialogue that will cement the presence of Wall Street profits in a communist governed country that is a huge weakness that will be exploited by communists until it no longer works.
Wall Streets venture into communist countries has been profitable since Nixon. Times up, as those populations of people are not long term customers. Wall Street made plenty on their ventures. Times up. Just that simple.
