He not only lied about the invasion into Iraq and it's promise to stabilize the region, but, he also cut taxes and increased spending astronomically. If the USA was to have a credit rating change it should have occurred as soon as the agencies realized how completely out of control the country had become.
But, all the unregulated and undisciplined Wall Street wanted to do was to ride whatever bubble presented itself.
