Manning will still be considered a male legally. That legal identity doesn't change until the secondary sexual characteristics change. That is the law.
So, while he is identifying as a different gender that won't change until he is out of the prison. I don't have a problem with the military not supplying gender change surgery. I would prefer he be in his private life and receive psychological support during these years. All that has to be done before any surgery is completed anyway. This is not an overnight decision. It is an important decision. Any gender change should be conducted with those that support him. That does not include a prison environment.
