TITLE IV--ASSAULT WEAPONS BAN
SEC. 401. SHORT TITLE.
This title may be cited as the ``Assault Weapons Ban of 2013''.
SEC. 402. DEFINITIONS.
Section 921(a) of Title 18 is where definitions are found to empower the law. Language is important in law. Words on paper matter when the law is well written without loopholes. Senator Feinstein is an excellent legislator. 
(a) In General.--Section 921(a) of title 18 (click here), United States Code, is amended--
Existing Law
(29) The term “handgun” means-
(A) a firearm which has a short stock and is designed to be held and fired by the use of a single hand; and
(B) any combination of parts from which a firearm described in subparagraph (A) can be assembled.

New Law - This is the new paragraph 30. The old paragraph 30 was already repealed in 2000.
(1) by inserting after paragraph (29) the following:
``(30) The term `semiautomatic pistol' (click here for Wikipedia which migh help some to understand the terms) means any repeating pistol that--
``(A) utilizes a portion of the energy of a firing cartridge to extract the fired cartridge case and chamber the next round; and
Semi automatic is a self refilling gun. It fires a round and immediately replaces the fire round with the next round in the clip. The 'semi' comes from the fact the trigger has to be pulled to discharge the round 'at the ready.' It is not far from an automatic weapon. Semis were adapted after the automatic weapons were made. Is there any doubt these weapons were not suppose to exist either? Law Enforcement has to chronically step up the arms they carry in defense of the public due to these adaptations. The 'step up' is expensive and requires taxpayer dollars including the training that goes along with the new weaponry. At one time a six shooter was all that was necessary in the USA. We can thank the NRA and their gun manufacturer cronies for increased gun violence and taxpayer spending to keep up with manipulation of the weapons. Why do they get away with doing this to people? Money, it is always money and plenty of it.
``(B) requires a separate pull of the trigger to fire each cartridge
Paragraph 31 doesn't exist in the old law either. So this is to fill in the gap in the law that currently exists.
``(31) The term `semiautomatic shotgun' means any repeating shotgun that--

``(A) utilizes a portion of the energy of a firing cartridge to extract the fired cartridge case and chamber the next round; and
``(B) requires a separate pull of the trigger to fire each cartridge.''; and 
(2) by adding at the end the following:
``(36) The term `semiautomatic assault weapon' (click here for Wiki - it states Assault Weapon is a political and legal term. These terms are not PRODUCT NAMES. You may or may not be able to walk into a gun shop and ask for an assault weapon(s).Semiautomatic is included in the description to reinforce that the definition applies to assault weapons.) means any of the following, regardless of country of manufacture or caliber of ammunition accepted:
``(A) A semiautomatic rifle (click here - the definition is important. It has a wide range of guns within this single designation) that has the capacity to accept a detachable magazine and any 1 of the following:
``(i) A pistol grip. (click here)
``(ii) A forward grip.(click here - Wiki has it listed as vertical pistol grip)
The legality of vertical foregrips on pistols in the United States is unclear. In the United States, firearms are categorized by the National Firearms Act and firearms manufactured with specific features are subject to restrictions and controls. In the case of a vertical forward grip on a pistol, the law does not explicitly define such a feature as belonging to any category.

This is amazing (click here for CAA pistol grips from a company called LA Police Gear. I hope this is not sincere gear from LA police.) Got to love it. Any criminal can purchase this to place on their gun, so they come to LA Police Gear to do it. Only in America.

``(iii) A folding, telescoping, or detachable stock. (click here)

This item is getting some real play in the 'gun community.' It must be a big deal. While a gun stock is important for holding a rifle, it is not necessary to be detached, telescoping or folding. Those are modifications that manipulate rifles into the use of an assault rifle.

``(iv) A grenade launcher or rocket launcher. The language is fairly obvious. But Wiki has an interesting entry (click here titled RPG 7).
``(v) A barrel shroud. (Oh, I don't want to be hurt while I am killing others - click here)
``(vi) A threaded barrel.
Threaded barrels have a "screw" threading on the end of the barrel to accept suppressors and silencers.
``(B) A semiautomatic rifle that has a fixed magazine with the capacity to accept more than 10 rounds, except for an attached tubular device (click here and look to subheading TUBULAR - click here) designed to accept, and capable of operating only with, .22 caliber rimfire ammunition (click here).
The facts are obvious. The gun industry picks apart the legislation and then adapts their products to fall outside of the law. So, Senator Feinstein is including all the adaptations that have manipulated the law. The gun industry gives me no reason to respect them. They seek to circumvent the law all the time. They believe the ability to kill is more important than life.

NO magazine, except a .22 rim fire TUBULAR magazine, may hold more than 10 rounds if it was made after the ban. Period. End. A magazine is NOT an evil feature, a detachable magazine is just what makes the evil features matter on a semi automatic rifle. You can purchase pre ban magazines though if you find them, in whatever capacity you wish.
Again, you CANNOT go purchase a newly manufactured magazine, other than for a tube fed .22 rim fire, which holds more than 10 rounds AT ALL.
The tubular magazines weren't banned I'm guessing because they're slow to load, and if it was limited to 10 rounds, that would mean only 10 .22 shorts, which would mean almost no .22lr ammo.
They have no respect for the law. It is all about money. Why should I respect these people if they don't respect the law of the land?








``(C) Any part, combination of parts, component, device, attachment, or accessory that is designed or functions to accelerate the rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machine gun.
Exactly. I stated this before. The gun industry took the ban on automatic weapons and found a way to make one just as deadly.
A short barreled rifle is one of the basis of the assault weapon industry. I am going to discuss that briefly even though it is not mentioned here. The legality of these 'short barreled' guns are debatable in many instances, but, they are 'the fun guns.'
In the day of Bonnie and Clyde when automatic weapons ruled the streets in the USA, the OTHER gun of choice was the Sawed-Off Shotgun. They are lighter, more easily maneuvered, easily loaded and more adaptable for urban warfare. Their barrels are short compared to most shot guns used in hunting. Why would that be?

Guns used in hunting are for accuracy. Long distance accuracy. A hunter has to  'sight' the 'game animal' and then shoot accurately to bring home dinner. Right? So, the longer barrels DELIVER the bullet/shot/ammunition with more accuracy. It overcomes 'drift' of the bullet to make the target. In other words, hunters have to overcome physics of gravity and wind resistance to kill the game animal. A long barrel on a gun provides greater accuracy to 'delivering' the bullet/shot/ammunition. If one knows anything about the Revolutionary War and the guerrilla warfare carried out by the colonists, the rifles they used had very long barrels. The reason was for greater accuracy.
These LONG GUNS are heavy and sometimes difficult to hold at a level against the shoulder. If a person can't hold the gun to the shoulder it difficult to 'site' the target.
In hunting there are also dogs used to drive the game from under cover. Sometimes the dogs are retrievers that bring back the game to the hunter. No one wants to shoot the dog.
Now, when a short barrel exists on a gun that means the gunman/gunwoman has no interest in accuracy so much as delivering the ammunition at point blank range. These short barreled guns, be they shotguns or rifles, have one purpose and it has nothing to do with hunting. Absolutely nothing to do with hunting. These short barrel guns are for crime. It is just that simple. The gun industry can argue these guns are coveted by collectors, that is true. HOWEVER, there simply aren't that many collectors, legitimate collectors, in the USA compared to the number of the short barreled guns 'on the street' and 'being sold.' There is absolutely no correlation between short barreled guns and hunting. NONE. Short barreled guns are about killing. Usually killing people and require dearly little accuracy to do it. That is why automatic weapons were easily banned when shotguns were not.
Remember that. It is an important point that HONORS gun control.
