UNISYS GOES West water vapor satellite
The air masse coming from the Pacific is meeting up with a wall of descending Arctic Air. As a result the air MASS (air has mass) is 'piling up' as manifested in small vortices at the West Coast of North American continent.
There is one south of Arizona/New Mexico, west of Northern California and south of Alaska. The one south of Alaska is the traditional location of the Arctic Oscillation.
