Motorists need to pull to the side of the road where they are. Not drive down the side of the road, but, pull to the side. If the traffic is reduced by 75% the roads will become passable.

Once again. If three out of every four cars are pulled to the side of the road, the road will become passable. If needed tow trucks can recover the cars at the side of the road later. 

Get them out of the cold!  

The State Police and National Guard has to start at one end of the traffic and work toward the middle. It won't take long provided every car has fuel. The police might want to call in tow trucks for those without fuel. A 'gas can' convoy to get them moving.
