Neither Trump or Hegseth has the right to disarm the USA military. These decisions come from the Joint Chiefs. Both Hegseth and Trump are civilians with far less experience to make command decisions. They can identify missions for the Generals to address. But, they cannot dismiss and shuffle commanders.

If the Qataris want to land planes they can do so at Dulles International AirPort and go visit their good buddy in the White House. If they being military jets, they will be met by NORAD. It is not recommended.
